Thaksin supporters start rally

BANGKOK - THOUSANDS of red-shirted supporters of former Thai prime minister Thaksin Shinawatra rallied on Thursday in Bangkok in an attempt to step up pressure on the embattled government.
The group's protest is the latest in a series against the current premier Abhisit Vejjajiva, who took office a year ago after protests by the rival 'Yellow Shirt' movement drove Thaksin's allies from power.
Organisers said the demonstration at Democracy Monument in downtown Bangkok was being held to mark Constitution Day, a public holiday which marks the formation of Thailand's first constitution in 1932.
They said the rally would highlight their demands for the scrapping of a constitution brought in by a military government in 2007, one year after the army ousted Mr Thaksin in a coup.
Police said around 2,000 protesters had gathered and more were expected later. Around 1,500 police were deployed at the protest site and the same number were on standby, they said.
Mr Thaksin was scheduled to address his supporters by telephone from abroad later on Thursday. He has been living in self-imposed exile, mainly in Dubai, to avoid a two-year jail term for corruption. -- AFP

Travellers warned as fear of violence grows in Bangkok
BEN DOHERTY
March 11, 2010
BANGKOK: Australians have been warned about travelling to Bangkok this weekend, as fears grow that huge anti-government protests will turn violent.
The Thai government has invoked the Internal Security Act, in force from this morning until March 23, restricting movement around Bangkok and giving police and soldiers sweeping powers to detain protesters and shut down parts of the city.
The Prime Minister, Abhisit Vejjajiva, having cancelled a visit to Australia this weekend, is considering moving to a safe house for the duration of the protests, while anti-government ''red shirt'' protesters have not ruled out seizing control of Bangkok's international airport, as happened during demonstrations two years ago.
Police and soldiers are guarding the airport, as well as key intersections and train stations, while barricades and razor-wire fences are being erected outside key government buildings.
Fears the rallies may turn violent have been fuelled this week by the theft of a cache of weapons, including rifles, ammunition and grenades, from an army base in Thailand's south.
Intelligence reports, quoted by Mr Abhisit, indicate the possibility of acts of sabotage and of troops and police joining protesters in attacking government targets.
The protesters, marching under the banner of the United Front for Democracy against Dictatorship and loyal to the ousted former prime minister Thaksin Shinawatra, are holding rallies in regional areas this week. Thaksin lives in exile after being convicted in absentia of corruption.
From tomorrow, the demonstrators will begin massing on the outskirts of Bangkok before moving to the old part of the city for mass protests on Saturday and Sunday, calling for the dissolution of Parliament and for fresh elections to be held.
The government is threatening to use troops and police to stop demonstrators reaching Bangkok, but they say that if necessary they will travel by boat along the Chao Praya River to reach Bangkok.
Australia yesterday issued a travel advisory.
''We advise you to exercise a high degree of caution because of the high threat of terrorist attack and because of political instability in Thailand,'' it said.
''There is a strong possibility of violence and civil unrest … particularly in Bangkok, during March. Australians should avoid any prominent buildings associated with the Thai government, such as Government House, the Parliament building, the Supreme Court and military installations. Grenade attacks, including against banks, have occurred in the past month and further attacks are possible over the coming weeks.''

PM may use 'safe house'; up to 35,000 security personnel deployed under tough law
By Nirmal Ghosh, Thailand Correspondent

BANGKOK - THE government has set up 'rapid reaction units', told schools to postpone exams, and will deploy up to 35,000 security personnel around Bangkok as anxiety spreads over planned protests this weekend.
Prime Minister Abhisit Vejjajiva postponed a visit to Australia originally scheduled from Saturday to next Wednesday, and said he might use a 'safe house' with communication equipment during the anti-government rallies.
Protest organisers have said they want to gather one million people in the capital to force Mr Abhisit to hold new elections.
Close to 200 checkpoints in and around Bangkok will be manned by soldiers and police, who will operate under a tough security law invoked by the Cabinet on Tuesday.
Some 46,000 civil defence volunteers will be on standby, government spokesman Panitan Wattanayagorn said yesterday.
The security law covers not only Bangkok, but also adjacent Nonthaburi province and several districts in six other provinces. It empowers the military's Internal Security Operations Command (ISOC) to maintain law and order.

Thai Protesters to Target Bangkok’s Main Roads, Risking Clash
March 11, 2010, 2:07 AM EST
MORE FROM BUSINESSWEEK
March 11 (Bloomberg) -- Thai anti-government protesters plan to march on major roads in Bangkok tomorrow, risking a confrontation with security forces charged with preventing them from paralyzing traffic.
Members of the United Front for Democracy Against Dictatorship intends to march on main traffic arteries, said Weng Tojirakarn, a protest leader. The group plans to gather at five locations in Bangkok at noon tomorrow and assemble 1 million people to pressure Prime Minister Abhisit Vejjajiva to call an election.
Violent protests that began with plans similar to tomorrow’s have depressed stocks and hurt consumer confidence since the military ousted fugitive ex-leader Thaksin Shinawatra In 2006. His supporters say appointed judges, soldiers and bureaucrats have undermined the wishes of voters.
“We know they will send a lot of troops,” Weng, whose group supports Thaksin, said by phone today. “We will come without arms and we are sure to open the door.”
Authorities cannot allow protesters to form “chokepoints” that affect airports, seaports and communications systems, government spokesman Panitan Wattanayagorn told reporters yesterday. The Bangkok metropolitan area is “very critical,” he said.
Handling Protests
Abhisit, who won a parliamentary vote in December 2008 after a court disbanded the ruling pro-Thaksin party, said yesterday he is ready to handle the protests and won’t agree to their demands for a fresh election. The Cabinet invoked the Internal Security Act for the sixth time in the past year, allowing the military to close roads and make arrests.
The government has prepared 35,000 security officers and another 46,000 civilian defense volunteers to control protesters and maintain order. In April, the military cracked down on a similar UDD demonstration that led to rioting.
Consumer confidence fell in February for the first time in four months on concern political tensions may derail the nation’s economic recovery, a report today showed. The Bank of Thailand kept its benchmark interest rate unchanged at a five- year low of 1.25 percent yesterday.
Thailand’s SET index has lagged behind indices in Indonesia, Malaysia and the Philippines since the coup as the power struggle among Thaksin’s supporters and opponents has led to airport blockades, rioting and bombings. Thai stocks trade at 11 times 2010 earnings, the third-cheapest in Asia after South Korea and Pakistan, according to data compiled by Bloomberg.
Thaksin and his allies have won the past four elections on support from the northeast, Thailand’s poorest region and home to a third of its 66 million people. Courts have disbanded the pro-Thaksin parties that won the past two elections, prompting his supporters to question the judicial system.
Abhisit’s Democrat party hasn’t won the most seats in an election since 1992. He must call an election by the end of next year.

Singaporeans travelling to Thailand should eRegister with MFA
By Mustafa Shafawi | Posted: 11 March 2010 1429 hrs
Ministry of Foreign Affairs Singapore
SINGAPORE: Singaporeans intending to travel to Thailand are advised to eRegister with the Ministry of Foreign Affairs (MFA).
MFA said it is a timely reminder in view of recent reports about forthcoming demonstrations in Bangkok.
With e-registration, MFA said it can contact Singaporeans there in case of emergencies.
Singaporeans travelling to Thailand are also advised to monitor the local news and to take precautions for their personal safety. They are encouraged to purchase comprehensive medical and travel insurance.
Meanwhile, Thai authorities have begun deploying 50,000 troops on the streets of Bangkok, a day ahead of planned rallies by anti-government protesters that they fear could turn violent.
The demonstrations are by the so-called "Red Shirts," who support former Prime Minister Thaksin Shinawatra.
They come two weeks after the kingdom's top court confiscated US$1.4 billion of the tycoon's assets.
